This study assessed the influence of human capital development on administrative efficiency in the Nigerian public service, focusing on training and development programmes within Federal and State civil services. A descriptive survey design was adopted, with data collected from 370 civil servants through a structured questionnaire. The findings revealed that investment in staff training, skills upgrading, and capacity building has improved the competence, motivation, and efficiency of public servants, although training programmes are often inadequate, ad hoc, and poorly evaluated. A positive and statistically significant relationship was established between human capital development and administrative efficiency. The study recommends the institutionalisation of continuous, needs-based training and the strengthening of the administrative training infrastructure.
