Assessment of Local Government Autonomy and Grassroots Development in Oyo State

This study assessed the extent to which local government autonomy contributes to grassroots development in Oyo State, Nigeria. The study adopted a mixed-methods approach, combining a questionnaire survey of 380 respondents comprising councillors, local government staff, and community members with interviews of selected officials. The findings indicated that financial, administrative, and political constraints imposed on local governments significantly limited their capacity to deliver developmental projects. Despite constitutional provisions, intergovernmental relations remained heavily reliant on state governments. The study recommends granting genuine fiscal autonomy, strengthening the revenue base, and enhancing participatory local governance.
