Assessment of Public-Private Partnership in Infrastructure Development in Nigeria

This study assessed the effectiveness of Public-Private Partnerships (PPPs) in infrastructure development in Nigeria, using selected PPP projects in Lagos and Abuja as case studies. Adopting a mixed-methods design, the study surveyed 340 respondents comprising public officials, private sector operators, and infrastructure users, and conducted interviews with project managers. The findings revealed that PPPs have contributed to the delivery of road, power, and water projects, but have been hampered by weak regulatory frameworks, financing challenges, currency volatility, contractual disputes, and inadequate risk-sharing. The study establishes a moderate but significant relationship between effective PPP governance and successful project outcomes. It recommends clearer legal and institutional frameworks to attract and sustain private investment.
