This study investigates cost-Sharing in Public Secondary Schools in rural secondary schools in Nsukka. Using a survey research design, data were collected from 136 teachers in rural secondary schools in Nsukka. Findings reveal that levies exclude the poorest pupils The study recommends grounding of teacher training in philosophy and psychology
