This project designs and implements development of a Service Charge Billing System for Residential Estates for estate associations in Port Harcourt. The system was developed using Python, Django, SQLite, Bootstrap, JavaScript. It provides modules for charge computation, demand notices, payment tracking and defaulters list. Testing shows the system improves record keeping, reduces paperwork and supports timely decisions.
