Challenges of Policy Implementation in the Nigerian Public Service

This study examined the challenges of policy implementation in the Nigerian public service, with a focus on selected policies within the Federal Public Service. The study adopted a descriptive survey design and collected data from 400 civil servants through a structured questionnaire. The findings revealed that inadequate funding, poor policy design, bureaucratic bottlenecks, corruption, instability of leadership, and weak monitoring and evaluation mechanisms constitute major impediments to effective policy implementation. The study also found a significant gap between policy formulation and implementation frameworks. It recommends enhanced stakeholder involvement, adequate resourcing, continuity of reforms, and strengthened institutional capacity for implementation.
