Design of a Progressive Web Application for Departmental Notices

This study designed a progressive web application for departmental notices that delivers announcements, schedules, and alerts with offline support and push notifications. The application works across devices without an app store. Adopting a client-server architecture and a survey-based usability evaluation, the application was built using JavaScript, Node.js, Express, and MongoDB. The findings showed that the application improved notice reach and engagement, while achieving a high System Usability Scale score. The study recommends deployment for campus communication.
